Absolutely.
Having been to one iffily desiged 70s school and a wonderful 90s designed school with a few old buildings by it; I can vouch for the huge difference it seems to make in the atmosphere.
The latter school felt modern, students felt it was worth keeping in good condition, and you literally felt the atmosphere change as you walked into the older classrooms in the next building.
Subtle things like how corridors and visibility affect the confidence of kids, especially those who bully/are bullied.
