Jae, "I never really understood" would imply I now do understand what Bureau l’Imprimante is up to. But I don't. Hence "I never really understand".

I’m not quite sure. Never is forever I guess, so if you never understood, it’s been a while but it is still on. It means you’ve be unable to understand since a long time, but it doesn’t mean it’s over now.
