Hmmm, it's neither, but it's more towards the art side. It's not scientific in such a way that you can't explain it, there is an element of magic, an element of having a gift for design. I don't believe that all design skills can be taught, for example.
Some of the basics, kerning, usability and ergonomics are more scientific but, as Ellen Lupton says, "Design is art people use".

I remember reading a quote by some chief designer at BMW saying; "If the design isn't profitable, than its art."
A bit harsh maybe, but there sure is some truth to it.
